Malta’s Waste-to-Energy Project Procurement Reaches its Final Stage

The procurement process to select the operator of Malta’s waste-to-energy facility has reached another milestone as WasteServ, in line with the pre-established schedule, has formally requested the five shortlisted bidders to submit their Best and Final Offer (BAFO). This stage follows the conclusion of the negotiation stage on Friday 16 June 2023.

The five bidders have until the 31 of July 2023 to submit all the required documentation. The timeframe for the next steps foresees that the contractor who wins the contract start works on site early in January next year.

To expedite the project further, WasteServ has also undertaken the necessary excavation works which are now virtually complete. The entire site has reached the required level, and the waste bunker is also fully excavated. Minor works are still needed on the seawater pumping station, and these will be finished in the coming weeks, well ahead of the adjudication of the main works contract.

The waste-to-energy plant is part of the €500 million capital investment in the ECOHIVE Project. It will allow Malta to move away from its historical reliance on landfilling and towards a circular economy. This plant will be treating around 192,000 tonnes of non-recyclable waste generated locally diverting it away from landfills and converting it into green energy. It is expected to meet around 4.5% of Malta’s total energy needs.
